Puzzled I note that Luther was not a lay person and he was not proposing debate with lay people. Since the first century lay people have used relatively expert people to guide interpretation but for something like "turn the other cheek" have had to do some personal evaluation.
What does it mean to turn the other cheek is a good question. It is one better not ignored by referring to experts whose help would be limited at best.
