When do we start the Northern Wall?

As soon as Trump starts watching Game of Thrones and sees how cool a northern border wall is. It puts his dumpy southern wall designs to shame.

So, let's say there was a similar problem with the northern border that had been going on for years and hasn't improved during the current administration... that would be a good reason to shut down the government and/or declaring a state of emergency, in order to build a northern wall, yeah?
