I mean, maybe? I'm not inside their brains so I don't know what their true motivations are. But let me give you a little perspective on, say, the fractal nature of crime. Bear with me.
So, I busted a Soldier for buying <$10k worth of stuff for himself at X using his gov credit card card (gvcc), and there were attempts at a cover up. I'll keep the example at that. Simple.
Each incident counts as its own separate theft charge, and this was spread over a long period of time to the point a bunch of items he bought fell off the books (what I mean by that is the Cdr and I weren't auditing his gvcc use prior to our time), so to speak, because of how old they were. When the Soldier realized the command was onto him, along with CID, and JAG was about to press charges for theft; an investigator approached him and asked if the guy would consent to questioning. He said no and walked out of the office, went to another area to log onto his account, and attempted to delete his gvcc.
Now that he was aware of the investigation he added destruction of evidence to the original charges ...and suddenly ALL of the instances of theft came up because he committed a new crime in conjunction with the original crimes. Thanks to his fuckery CID in conjunction with our finance peeps went through the entirety of his gvcc use and found a long history of malfeasance. He was charged, no pun intended, with every act of malfeasance.
Now, you might say "If he didn't actually destroy the evidence, how could you be charged with destruction of evidence?". This is where intent matters. As far as HE knew, he had successfully destroyed all the evidence that could be used against him by cancelling his gvcc. Oddly enough, and I think I'm correct here, had he attempted to cancel his gvcc prior to an investigation he couldn't have been charged with destruction of evidence because that can only happen once an investigation starts.
So. What is my point? Investigations snowball. Once you uncover this or that crime, it tends to fracture and more malfeasance is uncovered. This is how the state of New York was able to deal some solid blows to organized crime because racketeering, by its own nature, is a conglomeration of criminal activity. Trump may or may not be a target, but if he's involved, criminally, it'll eventually be revealed because his associates will have to lay bare their criminal doings. We'll see.
