The Russians targeted their ads to correspond to people's preexisting prejudice. If they were encouraging the Nazis you mentioned, the Russians would buy racial ads that would focus on stories which seemed to place minority races ahead of white Americans in order to heighten their racial animosity. It was hoped that this heightened animosity would spur them into voting for a candidate who supported their feelings of white nationalism and anger.
