I want to believe that this pervert is an isolated occurrence, but, interviewing kids about their sexual awakening is wholly inappropriate because bad apples are always going to be in the midst of overly trusting church people. The interviews have to stop.

*** UPDATE *** Detectives added 22 additional felony charges to Richard Michael Martin after they executed a search warrant on his cell phone. A Judge also added additional bail for those charges.


*** PRESS RELEASE - UPDATE *** February 26, 2019: On February 14, 2019, the Utah County Sheriff’s Office released information regarding the arrest of Richard Michael Martin, age 29, of Riverton, on nine 2nd degree felony charges of enticing a minor by internet or text. During the initial part of that investigation, Detectives with the Utah County Sheriff’s Office, Special Victims Task Force, and Detectives with Lehi Police Department, collected items belonging to Richard Martin, including a cell phone. As part of the ongoing investigation in this case Detectives with Utah County Sheriff’s Office obtained a search warrant for that cell phone. When that phone was examined Detectives discovered numerous items of child pornography including videos and photographs. These videos and photos showed prepubescent boys and girls, some aged 4-6 years old, who were anally raped or digitally penetrated. At least one video and one picture depict an adult male masturbating on these prepubescent children. In one video a young boy, approximately 1 year old, is tied to a table and is seen and heard kicking and crying as an adult male commits these acts. There were at least 10 downloaded videos depicting child pornography and 10 photographs depicting child pornography. Of those 10 photographs, 4 of them were downloaded to Martin’s phone, while 6 of them were photographs taken by Martin of a young, prepubescent female child. During an interview with Martin Detectives learned he had distributed pornographic images of this young female on at least two occasions. While Martin was already being held in jail on the previous charges with a bail amount of $30,000.00 cash or bond, he is now also being held on twenty-two 2nd degree felony counts of sexual exploitation of a minor. Bail on those charges has been set at $50,000.00 cash or bond. Total bail for Martin is now $80,000.00 cash or bond. This case remains active.

An additional charge of forcible sexual abuse was filed against a Lehi man arrested as part of an undercover operation into human trafficking.

According to charges filed Monday in Provo’s 4th District Court, Moss is facing one count of forcible sexual abuse, a second-degree felony, as well as the third-degree felony of exploiting a prostitute and two misdemeanor counts of patronizing a prostitute and lewdness, announced at the time of his arrest.

Moss, who was serving as a bishop of a Lehi ward of The Church of Jesus Christ of Latter-day Saints at the time of his arrest, reportedly communicated through text message on Feb. 14 with a person he believed to be a prostitute, but was actually an undercover police officer.

Charging documents state that Moss arranged to meet with the undercover officer and her friend and “engage in sexual activity, for which he was willing to pay cash.”

This Church reserves the right to insist that men like this acting as Bishops get to sit alone with underage boys and girls asking them sexually explicit and intrusive personal questions because that's how the Church has determined God finds out if they've sinned.

Moss met with two undercover officers at a Lehi hotel room, according to charging documents, and Moss reportedly again offered his managing services to the undercover officer. He reportedly demonstrated how to detect if the person was a police officer, which included grabbing the hand of the officer and placing it over his genitalia, over his clothes, the charging documents state.

Officers reported that Moss again offered to pay for sexual acts, but said that he first wanted to make sure that the undercover officer was not with the police. Charging documents state that he then unzipped his pants and exposed himself to both women and tried to have the undercover officer touch him.
I wonder if that's how he conducted worthiness interviews too?

Can there possibly be any way of maintaining that there exists common sense discernment, let alone "Spirit Of Discernment", within the decision making structures of the Church?

Moss was with St. George police from 1997 to 2012, rising to the rank of lieutenant over the department's vice squad, according to investigators, but was forced to resign from the department due to sexual misconduct allegations.

Investigators at Peace Officer Standards and Training received a complaint in 2012 regarding allegations of sex on duty involving Moss. He relinquished his police certification in 2013, which according to administrators is the equivalent of having his certification revoked, meaning Moss can never reapply to be a police officer in Utah.

"Moss has also served as a leader of a local religious congregation. This also placed Moss in a unique position of trust that allowed him access to vulnerable individuals that could be exploited. Moss denied that he had 'run' any other girls," the affidavit states.

He resigned from the St George Police in 2012 after sexual misconduct allegations, a complaint about about sex-on-duty misconduct, then having to relinquish his police certification in 2013...but was called as a Bishop where he gained special access to minors and females to ask them sexually intrusive and personal questions and was still serving in that capacity in 2018...

Process for calling leaders:

When an individual is identified as a candidate to be called to work with children or youth, the bishop receives a recommendation from other adult leaders, interviews the individual, and reviews their Church membership record. If there is any indication of that person being involved in abusive behavior, that person is disqualified from serving in any capacity with children or youth. Before serving, the individual is presented to the entire congregation for a sustaining vote. A bishop or his counselors are asked to interview youth leaders at least twice each year.

Clearly that rule doesn't apply to the calling of Bishops. "If there is any indication..." What does that mean? Does it mean the Church conducts some kind of formal vetting search? No.

Safeguards to protect:

Church facilities are designed to protect against abuse. Since 2006, all classrooms in new chapels and meetinghouses have windows so parents and others can help watch over children and keep them safe.

For any youth activity, we have a firm requirement that at least two adult leaders are present.

When leaders are assigned to teach children and youth, at least two responsible adults should be present at all times.

None of those so-called safeguards protect youth and children from predators. None of them. They don't even act as a deterrent. In fact they give members a false sense of security, meaning their children are even more at risk.

Abused children in that ward that have been interviewed with that man need to seek legal counsel and prepare to make their case against the church. This will be a slam dunk win against the church and perhaps the beginning of a string of endless lawsuits and festering litigation which will strangle the church whereby they will have to dip into stock money to pay off legal fees.

Pardon my ignorance, but what does Bishop Moss have to do with Richard Michael Martin or vice versa?
